Yes, the Bentley View program can work with DGN files. The trial version can only be used for 30-days. This is the only limitation that the free version of the program has. You can use it for your DGN files, but only for a limited period of time.
The Bentley Viewer application is an utility which can print, view, measure and open files from Autocad, Microstation or any i-model hybrid projects so you can certainly open Microstation files in the viewer for different operations available.
